We would need your guidance on one of the scenarios. Please see our analysis below and let us know if you need further details.

Scenario:

Inpatient encounter belongs to two different valuesets. 1 is 2.16.840.1.113883.3.117.1.7.1.424 which belongs to Stroke measures and 2.16.840.1.113883.3.666.5.307 which belongs to VTE measures. Scenarios are qualifying for both the measure sets and thus have the same inpatient encounter code qualify for both valuesets. This leads to having two encounter Performed templates in the QRDA I files pertaining to the same element. 

Since we do not write the valueset anymore, should we write a single entry or we continue to write two entries. Can you provide guidance on this instance and help us to identify if both entries need to be written out.
