EMR unwilling to add Patient MRN, Rendering Provider NPI or Office location to QRDA I files

      This practice utilizes different EMR systems. We are using a registry to aggregate the data and report MIPS. Due to this data not being in the QRDA I file, we are unable to accurately gauge if we will meet data completeness for the individual providers, track the performance of our staff at various offices, or easily identify the patient.

      I am looking for clarification surrounding the contents of a QRDA I file. An EMR I am working with refuses to add the rendering provider NPI, Patient MRN, and Office Location to their QRDA I files. They have stated that these data points are not required and doing so would put them at risk of not being compliant. 

      In place of the MRN they are using an arbitrary internal patient ID. 

      My understanding is that these patient level files should include the basic visit information along with the quality data. Is this correct?
