Deduplication of inpatient encounters with distinct ids only

      Table 24 of Appendix 11 "Ensuring Data Uniqueness" on page 48 of the CMS QRDA HQR 2022 Implementation Guide lists Encounter Id, Code, Admission datetime, and Discharge datetime as the Key Elements for Inpatient Encounters. (Mirroring Table 8 of Vol. 1 of the HL7 QRDA I STU R5.3)

      In implementing a QRDAI-receiving system, a scenario has come up in which the incoming QRDA-I has multiple inpatient-code Encounter Performed entries that are identical except for their distinct id extensions. The other key elements (code, admit date-time, discharge date-time) all match.

      Because a single person cannot, for example, have more than one SNOMED 32485007 "hospital admission (procedure)" with the same admit and discharge date-times, I believe it is safe to de-duplicate these entries despite their having distinct ids.

      Am I missing anything?
