Section 5.3.1 Validation Rules for Encounter Performed of the 2025 CMS QRDA I IG v1.0 includes CONF: CMS_0063 requiring an encounter discharge date within the defined reporting period:

Note that the validation rule CMS_0063 applies to inpatient eCQMs submissions ONLY.

If the CMS program name is other than HQR_OQR, the system SHALL reject QRDA I files if there are no Encounter Performed Discharge Dates within the reporting period found in the QRDA (CONF: CMS_0063).

Beginning with submissions for the 2025 reporting period, the CMS receiving system will no longer enforce this validation. QRDA I files submitted, regardless of the CMS Program code used, that do not contain data necessary to determine the outcome of a measure will generate the following message: "The submitted QRDA file did not produce outcomes for any of the specified measures."
