QDM-59 discussed how external events are captured in measure logic, and the conclusion was that they are treated like internal events (as long as the data is available).

There was some discussion that there may be a need for distinguishing between internal events (originating in the system of care) and external events (entered after seeing documentation of the event, calling another provider, etc).
