QDM definition and implementation of "starts before or during" and "ends before or during" operators

      QDM 4.0 defines these operators as not including the end point of the right-hand side event. This is inconsistent with the definition of other operators which use "during", and while we understand that the operators will be retired in QDM 4.1 to address this issue, we're not entirely sure how this affects measures that currently use these operators. For example, do any measure engines use the QDM 4.0 definition of the operator? Should the definition be applied retroactively (i.e., to currently published measures)? I suspect most developers and implementers are interpreting these operators as being inclusive of the end point.
