NQF0527 and NQF0528 deal with very similar logic related to a number of different procedures. Currently the logic for each procedure is captured in multiple IPPs, Denoms, Numerators, etc. The introduction of an "IS A" operator that could test if a clinical element referencing a code set that is a super set of another code set would allow stratification by procedures rather than having to have multiple populations.
In NQF 0257 "SCIP Major Surgical Procedure" is a super set of many procedures that are referenced in the Denominator, Numerator, etc. For instance the CABG procedure is one of elements within the SCIP procedures. If it was possible to state something like the following, 0527 could be written with stratifications, significantly simplifying the measure:
AND: "Occurrence A: Procedure, Performed: SCIP Major Surgical Procedure" IS A "Procedure, Performed: Hospital measures-CABG"
