      The measure developer is looking for a solution to properly express a newborn transferred to a higher level of care within the same hospital i.e., NICU in situations that the NICU is operated by a different organization and, therefore, requires a discharge from the birth facility and admission to the receiving facility (NICU) even though both "facilities" reside in the same building. The discharge disposition for the transfer is identified as “Discharge To Acute Care Facility” and the newborn is automatically placed in the severe category unintentionally. This is not a problem for a newborn transferred from a newborn nursery to a NICU operated by the same organization, thus not requiring a discharge and re-admission.
