Care Goal allows a targetOutcome attribute. Outcome measures will need to address whether the targetOutcome is met using logic. The challenge is that a Care Plan should indicate when the target outcome is expected to be achieved. With the ability to capture the targetOutcomeDate, the measure developer can express logic to look for achievement of the outcome by the date expected.
