      Simplify logic expression and improve implementation effort. Vendors indicate that the information is already available in claim systems to map to the data elements and the change will simplify implementation and avoid the need to impact clinician workflow unnecessarily.

      In reviewing the timing periods under development for CQL implementation, the QDM UG discussed the timing for Transfer from and Transfer to. These are datatype used to express exclusions in measures and as specified the data elements must include timing logic to relate them to encounters. A more streamlined approach is to address the AdmissionSource and DischargeDisposition as Encounter attributes. QDM Encounter, Performed already includes an attribute DischargeDisposition to cover the Transfer to - and it is used in Hospital Measures today. Recommend add AdmissionSource attribute to Encounter, Performed and retire the Transfer from and Transfer to datatypes.
