Let's take example of CMS125v3 or v2

In Population criteria
Numerator =
AND: "Diagnostic Study, Result: Mammogram (result)" <= 12 month(s) ends before or during "Measurement Period"

CMS125v4 the logic has been changed and is correct
• Numerator =
o AND: "Diagnostic Study, Performed: Mammogram" < 24 month(s) ends before end of "Measurement Period"
But CMS125v3 which has <= 12 month(s) ends before or during "Measurement Period" may be incorrect if we use the timing relationship guidance from “ActRelationshipType code system”, available at: http://www.hl7.org/v3ballot/html/infrastructure/vocabulary/ActRelationshipType.html” which states ‘ends before or during’ timing relationship as “A relationship in which the source act terminates before the target act terminates”.

Please provide guidance as how to interpret ‘ends before or during "Measurement Period"’ with a time constraint “<= 12 months” and still be consistent with header numerator description of “during the measurement period or the year prior to the measurement period” for CMS125v3
