Recommended update: Update HQMF to permit inline comments in a measure.

The addition of inline comments for individual portions of the measures would allow for a succinct way to describe the overall logic that was intended. The “#” symbol provides a way to mark the text appearing after it as a comment that does not directly impact the logic. For example, the below logic has a brief explanation as to what it is trying to accomplish in the form of a comment:

# The first event X during the measurement period that has an encounter of type Y before it
AND: FIRST: Occurrence A of X during “Measurement Period”
     	AND: Occurrence A of X starts after start of Encounter Performed Y

Keeping these comments coupled with the QDM expressions will help ensure that the rationale is not lost as the measure is maintained and used after its initial development.
