Substance Use Measures (SAMHSA)
• We agree that SUB-3 should exclude medical contraindications to treatment. However, we request that the developers consider the onerous data collection required of psychiatrists or other clinicians when assigning someone to this exclusion criteria, as this requires custom data entry, which increases the time required to complete this measure.
• The measure denominator is limited to patients discharged to “home or police.” However, we think collecting information other discharge sites (e.g., substance treatment facility, transfer to long term health care facility, or lesser acute care facility) would make the measure’s findings more robust.
