      As a hospital we agree that the PC-02 measure has great value and we understand the need to decrease unnecessary cesarean sections, but this measure has very limited exclusions. We feel that there are legitimate reasons for doing cesarean sections in certain cases. With this in mind we recommend adding exclusions for things such as placental abruption, umbilical cord prolapse, placenta previa, non-reassuring fetal heart tracing, failure to descend, arrest of dilation/failure to progress, severe preeclampsia/eclampsia, cephalopelvic disproportion and active herpes. We appreciate the opportunity to have our voices heard on this matter.
