The following two patients have Patient Characteristic Expired entries:
IDL IDL-1 (birthdate 1990-04-19)
IDL IDL-6 (birthdate 1983-02-12)

The code in their XML entries is 419099009 SNOMED CT with value set 2.16.840.1.113883.3.666.5.539.

But measure CMS 159v3 and 160v3 (exclusions) specify value set 2.16.840.1.113883.3.67.1.101.11.721 which includes only codes 18632008 and 371828006.

This is causing our calculations to differ from Bonnie's where the Patient Characteristic Expired node is calculated as true.

I noticed there is some discussion of the issue https://jira.oncprojectracking.org/browse/QRDA-219 where, if I am interpreting it correctly, there seems to be some confirmation that 419099009 will not allow 159 and 160 to calculate correctly.
