C-section codes are included in Delivery Procedure and Cesarean Birth Procedure value sets.  Logic that calls the Cesarean Birth value set is being met when the Delivery Procedure value set is present on the test case.  Is this expected behavior?  I attempted to attach a screen shot of the Bonnie test case but received this error:  "Jira could not attach the file as there was a missing token. Please try attaching the file again".  So pasted screenshot below.
