      Measure PBM-01 requires nesting of the Global."NormalizeInterval" within another function (Global."ToDate"). This update causes the code to no longer work (see attached showing in BonniePrior that the same test case passes, when Global."NormalizeInterval" is not used).

      This is a blocker as this new measure set has references procedures with relevantDatetime and normalize interval will be used extensively.
