Test scenario 1:
In this scenario, FollowupKCCQTotalScore is 7/14/2012, which is 180 days from the InitialKCCQTotalScore on 1/16/2012.
This logic is not met when 7/14/2012 has any time after 5:00AM, e.g. 5:01AM is failing.

Test scenario 2:
In this scenario, FollowupKCCQTotalScore is 2/15/2012, which is 30 days from the InitialKCCQTotalScore on 1/16/2012.
This logic is not met when 2/15/2012 has any time before 5:00AM, e.g. 4:59AM is failing.
