So I am assuming a SNC or LTC or Hospice setting locations are not included in this value set (used for EXCLUSIONS to the Measure Population). In the chart abstract instructions for ED Patient it states "If the patient is transferred to your hospital from an outside hospital where he was an inpatient or outpatient, select "No".

No mention of SNC or LTC. Therefore I am assuming that a SNC/LTC or Hospice transferred patient to the ED (and with a decision to admit) would still fall into the Initial Population-ED patient.
