Import or copying an existing CMS measure and modifying

      I am an employee of CMS/CMMI and would like to be able to make modifications to an existing eCQM.  For example, I would like to customize CMS179  so that it can be used in a research model.  And we want to change the initial population from 18 years and older to 16 years and older.

      How can I do this without editing the eCQM XML directly?
