As a eCQM logic interpreter, need carefully identify the data element time frame when the timing constrain is not explicitly stated. 2 cases created in the BONNIE is to test the logic in the attachment. We'd like to clarify whether the most recent () condition is bound with "Encounter, Performed: Encounter Inpatient" or not (see attachment).

BONNIE results provide different interpretations. We would like to know
o If MOST RECENT :"Occurrence A of Medication, Administered: Parenteral Anticoagulant" is referring to the Most Recent Parental administered during Encounter inpatient, why case #1(1) failed?
o If MOST RECENT :"Occurrence A of Medication, Administered: Parenteral Anticoagulant" is NOT referring to during Encounter Inpatient, why case #3 fail?
