Bonnie does not appear to be using the appropriate stratification logic for Population 2 and 3

      CMS 160 has 3 populations, each population has 2 strata. Bonnie appears to be loading the same strata used for population 1 into populations 2 and 3. Populations 2 and 3 have their own strata logic.
