      For CMS167 / CQL eMeasure ID CMS21, the numerator logic has to have two pieces of information as a result of the macular exam:
      • Level of Severity of Retinopathy
      • Macular Edema Present/Absent

      The option for the numerator can have either combination:
      • Level of Severity of Retinopathy AND Macular Edema Present
      OR
      • Level of Severity of Retinopathy AND Macular Edema Absent.
