Face to Face Interaction displaying in logic as Patient Provider Interaction

      Face to face interaction is included in the $HFEncounters144 but is not part of the Initial Population criteria for 2 encounters. When I entered in a Face to Face encounter , the display is showing this as a Patient Provider interaction and it is also including the member in the IP despite not having 2 visits needed in this criteria.
