Unable to update or save CQL

      Issue Description:

      I attempted to update CMS1061's CQL multiple times throughout the day, but I am unable to save work on updates to the logic in CQL Editor. I received error messages, which I attempted to address but the updates to the CQL were not saved, and the error messages persist or were not descriptive enough to identify where to update in the logic. Examples of error messages received are listed below, there is also a warning message (ELM 9:118) in CQL. 

      • "An operand identifier QualifyingEncounter is hiding another identifier of the same name."
      • "Errors were found within CQL"

       I also outlined the troubleshooting I completed prior to submitting this ticket.

      Troubleshooting Completed:

      Listed troubleshooting steps completed below, responses in green.{}

      1.) What Browser are you using? Attempted in Chrome and Internet Explorer

      2.) Have you cleared your cache? Yes, and then I attempted again in Chrome and Internet Explorer with no success.

      3.) Have you restarted your computer?  Yes, and then I attempted again in Chrome and Internet Explorer with no success.

      4.) Did you have an active MADiE session? (Is it possible that the tool timed out?) Yes

      5.) Did you have more than one instance of MADiE operating? (logged into MADiE in two different browsers/tabs) No

      6.) Have you attempted to locate a CMS Security ID that might indicate a security block? To do this please take the following steps: Yes, 403 did not appear as error listed.
        a. Enter the page of MADiE you are attempting to make changes.

        b. Right click and select the 'Inspect' option. (A separate developer window should open.)

        c. In the dev tool that opens, select the 'Network' tab in the top panel.

        d. Perform your desired action in MADiE-in this case, update the test case and try to save.

        e. In the Status column of the developer tool, look for a '403' error. 

        f. If a '403' error is present, click on available hyperlink and look for a 'Support ID'. This is usually followed by a string of about 20 numbers. If you see a Support ID, please add that to a comment here so we can work with the CMS Firewall team to resolve the security block. Please copy/paste the actual support ID number into a comment here, rather than just including a screenshot of the ID.
