When defining a test case that includes patient references, if the patient being referenced doesn't exist, e.g. wrong patient id, the referencing resource will still be used when processing the measure.

For example,

• Claim references a patient, but the claim has the wrong patient id
• Measure checks all claims, it should only get claims related to the patient of the current context
• MADie will return all claims

This appears the issue may be related to the fqm-execution library. The fqm-execution library assumes all resources in a bundle are related and doesn't check references.
