Export test case does not properly use resource UUID ids in some references.

      In measure Hospital Harm - Postoperative Respiratory FailureFHIR
      Select test case #1 and export as transaction.
      All resources are given UUID ids, as expected.
      All resource references use the UUID ids as expected except for the "encounter" reference in the "Condition" resource. It is still using the "human readable" ID from the test case in MADiE:
