Measure Report duplicate population ids created on export

      MADiE exports MeasureReports with duplicate ids for the population assets. The ids are automatically generated by MADiE and outside the control of the test case developer.
      This issue affects every test case and causes the test cases to fail the FHIR validator tool, https://github.com/hapifhir/org.hl7.fhir.validator-wrapper.
