User Can Not Delete the Attribute Participant

      User Can Not Delete the Attribute Participant.
      STR:
      1. Create a test case.
      2. Add the Encounter
      3. On the Attributes tab add the Attribute Participant and add/filled in all needed info to Save the Attribute - The Attribute is displayed as a blue banner.
      4. Click on the "x" icon to delete the Attribute.
      Actual result: the Attribute is not deleted
      Expected result: the Attribute is deleted.
