Error message triggered stating, "Can not create a draft for the measure.... Only one draft is permitted per measure" when attempting to draft a measure that has no other drafts. This measure was recently and successfully transferred to me as the measure developer. Without this function or action, I cannot maintain or update measure. There were actually two measures recently transferred (one about during pregnancy and one for postpartum), and I had no issues creating the draft of the other newly acquired measure.
