After logging in fresh,  I select almost any QI-Core 4.1.1 measure. Then select Test Cases.  The test cases are listed, and the "Run Test(s)" icon spins, but shortly the process stops and the error message:  

An error occurred, please try again. If the error persists, please contact the help desk. (003)

If I select any test and edit, the "run test" option is inactive, and remains so even after editing  the bundle json. 

However, there is one QI-Core measure I found (Hospital Harm - Pressure InjuryFHIR) that has only 5 test cases, and those run to completion without error. 

I have attached a measure export (and test cases bundle, both xaction and collection) that I have worked on.  (The only one I've edited). Maybe I did something there to cause a system-wide QI-Core test case eval error?  Seems unlikely, but possibly.  

Nevertheless, this is only happening to me...my colleagues are not experiencing this error.
