Receiving a Measure Loading Error - see attachment for screen shot. The message implies there is data element(s) with no associated VSAC value set, but on research by multiple staff here, there is a value set/OID for each of the measure's data elements. Multiple re-loads have been attempted but fail.

There are 7 data elements and 4 supplemental data elements for this measure. All 11 of the data elements have value set OIDs associated with them. Attached is the html with data elements and their OIDs, and the value set spreadsheet with the corresponding OIDs and codes. These were exported our of MAT. This is a blocker for further testing of this measure.
