I am testing the Denominator Exclusion population in my measure (i.e. Rate of Timely Follow-up on Positive Stool-based Screening Tests for Colorectal Cancer Detection) and came across an issue where my test case failed when both Expected/Actual indicate that the criteria were met (see attachment).
