When I export my QDM Measure the HQMF generation fails with no explanation

      When I export my measure CMS1074 from MADiE it says the export completed and I get the zip but when I extract out the zip the xml file is named CMS1074-v2.0.000-QDM-ERROR.xml and just contains the message

      <error>An error occurred that caused the HQMF generation to fail.</error>
