As we continue to update our measure, we are continually experiencing tooling bugs. Today, the CQL is not behaving as expected. The CQL is incorrectly counting MO2 as completed when it is not. Interestingly, when the same CQL build it utilized in a "dummy" measure (AnneTestMeasure), it functions correctly. Given that we cannot start a new measure build because of the associated CMSID, we are unsure how to correctly test if tooling bugs cause unexpected errors. Exports for both measures are attached.
