This measure has two (2) measure populations for RY 2025 whereas previously, there was a Stratum 1 component and before that, Stratum 1/Stratum 2. Especially in light of its history, this display would be confusing.

I created a compare document to check for differences between the published version of CSM1028v3 and the draft version in MADiE after the 2.0.3 release, when I noticed additional Stratification fields (1 & 2) for both population criteria 1 and population criteria 2. In the MADiE tool, all of these fields are not populated.
