Related to the changes CQFramework made to add additional LocalIds to ELM output that wasn't accounted for by MITRE.  Requires changes to fqm-execution & cqm-execution

Ticket created for changes to fqm-execution ( and any related issues with cqframework that need addressed by that team)

Attached are bundles and ELM results from the cqframework project before and after the offending commits.

The attached bundles, when executed via fqm-execution, show 99% coverage before the change and 57% change after.
