Auto-populate codes when adding new data elements in a test case

      This is related to MADiE's Test Case Builder for QDM measures.

      Whenever a user is adding a new data element in a test case, cloned test case or not, they have to manually select one code from the value set. 

      Recommend supporting auto-populating the code element with any codes available in the specific value set version in VSAC to help expedite creation of new data elements within a test case. This is supported in Bonnie I believe.
