      Rate Aggregation narrative is not coming out in the Measure Bundle or Human Readable when it is provided in a measure. This issue seems two fold: 

      1. The bundle should have the narrative
      2. The measure liquid template should present it when available.

      Unfortunately, it does not appear that the measure.liquid template will provide the information when available in the bundle, so I have create a ticket for Measure.liquid - https://github.com/cqframework/sample-content-ig/issues/35
