Population Descriptions No Blanks Allowed - FHIR Human Readable

      In the Population Criteria tab in MADiE, the population descriptions can be left blank. Ultimately, we do not want to allow these to be blank in the human readable – should be either ‘Not Applicable’ or ‘None’.

      Suggest that SemanticBits discuss with community the possibility of requiring the fields to not be blank - possibly deploy an enforcement rule? does this go against measure developer workflow needing to have this populated when the measure isn't final yet?
