Is there a difference in privileges between a "measure owner" and a "user with shared access" in MADiE? Per MADiE User Guide ( https://www.emeasuretool.cms.gov/sites/default/files/2023-09/MADiE%20User%20Guide_1.1.12.pdf#page=31 ), the measure owner will have the ability to draft, version, delete and share, and users with shared access will have access to the measure and its test cases without restriction. It seems like there isn't much difference.
