I am creating a numerator test case in MADIE for the Severe Obstetric ComplicationsFHIR measure.  The test case name is EncDx_ICD10Sepsis and the JSON code is attached in NotePad++ and Word format.  The IP and Denom are passing as expected.  However the numerator is not passing (see screenshot attached).  

My CQL logic is pointing to a value set that I defined in the VSAC ("Present on Admission = No or Unable To Determine": 'http://cts.nlm.nih.gov/fhir/ValueSet/2.16.840.1.113762.1.4.1029.370').  Per the example on the FHIR website, the JSON test case points to  the url "http://hl7.org/fhir/us/qicore/StructureDefinition/qicore-encounter-diagnosisPresentOnAdmission" and the "system" : "https://www.cms.gov/Medicare/Medicare-Fee-for-Service-Payment/HospitalAcqCond/Coding". 

Would you be able to troubleshoot why this case is not meeting the numerator?
