Implementation Problem
Each case is the same take, the Cypress file 33_Katie_Simon.xml for measure CMS108v5 which in the Cypress results is in the numerator - an act for medication is negated and there is a reason. But the medication entry is formed as:

<code nullFlavor="NA" sdtc:valueSet="2.16.840.1.113883.3.117.1.7.1.232" />
</manufacturedMaterial>
We can't make a file like that in Bonnie that ends up in the numerator or is even recognized as a medication. In fact the open source components don't pass the value set to the evaluation engine so there is no chance that will be recognized. it also appears that this is correct behavior based on the HQMF definition. My question is: How can the file above ever be in the numerator? Or is it a tool limitation and that the entry of the medication is correct in regards to HQMF processing?
I've attached the file - the dates are adjusted to get in the measure period.
