CMS 22 patient seems to be marked as having negation, but no reason included

      I have a patient that was downloaded from the cypress test deck for 3.1.0 that appears to be marked as negated (negationInd="true"), but does not include a reason section to determine the reason it was negated. Is this a bug in Cypress?

      I will include the excerpt I am referring to and the entire file.
