With the publication of the CMS Implementation Guide for Quality Reporting Document Architecture Category III (EC Programs) date 12/29/2016, we noted that CMS continues to use the CMS Payer Groupings (A,B,C,D), for QRDA III reporting instead of the SOP Typology value set from the HL7 IG.

When trying to validate QRDA III files using Cypress 3.1.0 (2016 measure bundle) we are receiving errors related to the Payer not matching the expected results when files containing Payer information based on the CMS IG. This issue was originally discussed in Jira Issue CYPRESS-562 and others.

We have two questions:
1. Can vendors certify using files that are conformant to the CMS IG for QRDA III or are they expected to produce two sets of files; one conformant to the base HL7 IG and one conformant to the current CMG IG.

2. Will any additional guidance regarding this issue be given to the ATL's as to how to handle this issue for certification.
