C1 + C3 (QRDA-I) test results seems to be related to QRD-III files

      We are quite unclear on the QRDA I error stated as "Calculated value (0.0) for IPP (8674EDCE-F9C8-45E6-848A-155086639845) does not match expected value (1.0) ". This kind of errors are there in most of the measures.

      I have attached screenshots of the errors and a zip of the QRDA-I file submitted.

      We are marking this as critical because we are testing for ONC CEHRT on Dec 27.

      FYI: The QRDA-III files pass. We are using Cypress 3.0.3.
