I have a question about a the QRDAI file requirements for this measure. I keep getting the following error when trying to validate a file with the Cypress online tool:

Documents must contain at least one encounter with a discharge date during the reporting period

For this measure no encounter is required to be a denominator but rather just a delivery procedure(which we did include). In fact I couldn't even find a code for Encounters in the code set so I figured this is a bug with the validator but I want to make sure. Otherwise, what would be a valid set of values to indicate an Encounter for this measure in lieu of the usual CPT codes?
