CMS 2017 uses QRDA 1 STU Release 3.1 whereas Cypress is still using STU Release 3 in Test Files

      Am Confused with test data received for CQM 2016 from Cypress 3.0.3 because CMS Implementation Guide uses QRDA 1 STU Release 3.1 for Generation, whereas Cypress test data is still being generated in QRDA 1 STU Release 3. Please find attachment stating final rule for CQM 2016 provided by CMS.
