Diabetes: LDL Management - IPP and Denominator Error

    • Use CMS reporting year instead of Cypress measurement period
    • Logic affecting more than 1 eCQM

      When testing Diabetes: Low Density Lipoprotein (LDL) Management in the Validation Utility Tool for the 2016 Reporting Period (2015 Measure Specs), the only way we can get our test patient into the IPP and Denominator is to add an encounter and diagnosis in 2015.

      Per the CMS163v4 spec, we would expect the encounter and diagnosis to be sometime in 2016; however this fails in the validation utility tool.

      I posted this on the Project Cypress Talk google group, and Sam Sayer asked if I could create a JIRA ticket and include the actual document we used so you guys could investigate.

          Matthew, you are correct. The CVU is using the default measurement period of Cypress (which is 2015 because we use the most recent completed calendar year), instead of the CMS measurement period. We'll be issuing a patched version of the CVU at the end of the month that should fix this issue.

          Sam, just wanted to follow up on our conversation from yesterday. Was I accurate is saying the IPP and DENOM (calculation results) are not updating correctly to show that this particular patient has met them?

          Sam, you are correct that there are no errors when you switch the encounter date to 2016; however, the issue is that the IPP and DENOM (calculation results) are not showing that this patient has met them. We would expect both the IPP and DENOM to show green circles under the calculation results.

          Maybe I'm misunderstanding your issue, but I've uploaded the document you included above with those options select and it failed validation. If I change the encounter date to 2016, everything seems to pass.

          Sam, here are the settings we were using in the Validation Utility Tool:

          • Annual Update Bundle: 2015 Bundle for the 2016 Reporting Period
          • CMS Reporting Program: PQRS - Individual
          • Document Type: QRDA Cat I (R3)

          Can you confirm the settings you chose for the validation? In the file you posted here there is an encounter in 2015 and it's failing when I post it to the validator using both the Base IG and the PQRS IG.
