As per the measure definition,

The denominator states,
First: "Occurrence A of Encounter, Performed: ICU Admission or Transfer" during Occurrence A of $EncounterInpatient

The Denominator Exception states
Occurrence A of Encounter, Performed: ICU Admission or Transfer (length of stay < 1 day(s))"

The above two conditions fail for cypress as the ICU admission and discharge dates are exactly same in the cypress data which cannot be a real time scenario. Discharge date should be always followed by admit date.
